TRAINING AGREEMENT NO. 001

FOR CATEGORY “B”

LLC “Presto Autoskola”, hereinafter referred to as the “DRIVING SCHOOL”, and , hereinafter referred to as the “STUDENT”, enter into the following agreement, hereinafter referred to as the “Agreement”:

1. SUBJECT OF THE AGREEMENT

1.1. The DRIVING SCHOOL shall provide the STUDENT with training for the selected category in accordance with Cabinet Regulation No. 358 “Regulations on the Training of Vehicle Drivers and Driver Training Programmes” (hereinafter – the “Regulations”).

1.2. Upon conclusion of this Agreement, a profile with a Presto e-account (hereinafter – the “e-account”) shall be automatically created for the STUDENT. Access to the profile shall be granted using the following credentials: username – the STUDENT’s e-mail address as specified in this Agreement; password – the Agreement number. Upon first login, the STUDENT must change the password.

2.6. Driving school theory examination

Must be taken within 20 days after the end of the theory course; otherwise, the fee for taking the examination is EUR 15.00. If more than one mistake is made, or the scheduled examination is not attended, or it is cancelled less than 24 hours in advance, a retake fee of EUR 15.00 applies.

2.7. 1 driving lesson/ 2 academic hours

3. PAYMENT OPTIONS FOR DRIVING SCHOOL SERVICES

3.1. The STUDENT may make payments:

3.1.1. by bank card;

3.1.2. by bank transfer based on the agreement, indicating the agreement number and purpose;

3.1.3. in cash at the DRIVING SCHOOL office.

4.  THEORETICAL TRAINING PROCEDURE

 4.1. Lessons will take place – X, ....

4.2. Language of instruction – Latvian.

4.3. In accordance with the Regulations, the start date of the group may be postponed if the minimum number of participants required to start the training is not met. The DRIVING SCHOOL shall inform the STUDENT of the exact start date of the lessons.

4.4. If the lessons do not commence within 45 days from the date of signing the agreement, the STUDENT has the right to request a refund of the paid amount, with or without terminating the agreement.

Absences from Theory Course

4.5. A theory lesson shall be considered attended if the STUDENT has participated in all scheduled academic hours on the given study day.

4.6. The STUDENT shall reschedule a missed theory lesson electronically via the DRIVING SCHOOL’s website presto.lv, selecting the preferred branch, date, and time for the make-up lesson. The lesson registration with CSDD shall be completed within 3 working days, after which the STUDENT will receive a confirmation email. Upon receipt of this email, the STUDENT is permitted to attend the scheduled make-up theory lesson.

4.7. If the STUDENT is unable to attend a registered make-up theory lesson, they must cancel the registration no later than 48 hours before the start of the lesson. Otherwise, the fee paid for the lesson shall not be refunded.

Driving School Theory Examination

4.8. The DRIVING SCHOOL theory examination shall be scheduled electronically via the DRIVING SCHOOL website presto.lv.

4.9. The STUDENT shall be admitted to the theory examination only if all obligations to the DRIVING SCHOOL have been fulfilled, and a valid medical certificate and first aid course certificate have been submitted.

4.10. The DRIVING SCHOOL theory examination may be taken once per day. It consists of 30 questions. The STUDENT is permitted to make one error; otherwise, the examination must be retaken.

4.11. Upon arrival for the DRIVING SCHOOL theory examination, the STUDENT must present a valid personal identification document. Failure to do so shall result in the denial of the access to the examination.

4.12. If the STUDENT is unable to attend the scheduled theory examination, it must be cancelled no later than 24 hours before the start of the exam. Otherwise, the fee paid shall not be refunded to the STUDENT's e-account balance.

4.13. The DRIVING SCHOOL shall enter the required data into the CSDD database within 5 working days. After this, registration for the CSDD theory examination becomes available, and the STUDENT will receive a notification e-mail.

Online Examination Procedure

4.14. The DRIVING SCHOOL theory examination is administered electronically via the DRIVING SCHOOL website presto.lv. On-site examination at the Riga Central District branch is permitted only by way of exception and must be scheduled via telephone at +371 28813188 or email: info@presto.lv.

4.15. The STUDENT shall be admitted to the theory examination provided all obligations to the DRIVING SCHOOL have been fulfilled and a valid medical certificate and first aid course certificate have been submitted.

4.16. The DRIVING SCHOOL theory examination may be taken once per day. It consists of 30 questions. The STUDENT is permitted to make one error; otherwise, the exam must be retaken.

4.17. For remote examination, Cisco Webex shall be used to provide a video feed via a mobile phone, and the Any Desk program shall be used to access the DRIVING SCHOOL computer remotely. Therefore, both a phone and a computer are required simultaneously.

4.18. The STUDENT will be invited to the remote examination via the e-mail address specified in the agreement. The e-mail will indicate the scheduled time and contain a link to join the session. The STUDENT is prohibited from sharing this link with unauthorized persons.

4.19. Prior to entering the virtual examination room using the provided link, the STUDENT shall be prompted to enter their name, surname, and e-mail address again. The STUDENT must enter their real name and surname and the e-mail address provided in the agreement.

4.20. Upon entering the virtual examination room, the STUDENT shall position the mobile phone against the computer monitor or the computer itself in such a way that they are clearly visible to the examiner from the front, without obstructing exam performance. During the examination, the STUDENT is prohibited from diverting their gaze from the monitor, turning away, leaving the examination area, speaking with persons other than the examiner, or performing any activities not directly related to the examination. At the examiner’s request, the STUDENT must show the room they are in, allowing the examiner to verify compliance with examination integrity requirements.

4.21. The STUDENT shall present a passport or national ID card to the examiner. The examiner shall verify the STUDENT’s identity and readiness to begin the examination.

4.22. The examiner shall instruct STUDENTS to launch the Any Desk application. The examiner shall provide, via online chat, a numeric connection code to each examinee, which must be entered in the Any Desk program. After a short time, the connection will be confirmed and the STUDENT will begin the examination on the CSDD website for the relevant category.

4.23. The STUDENT must ensure full participation in the online theory examination, including functioning camera and microphone, pre-installed required software, and sufficient internet bandwidth. If these conditions are not met, the examiner may refuse to conduct the online examination.

4.24. Failure to comply with any of the provisions under the “Remote Examination Procedure” section may result in termination of the exam by the examiner, who shall notify the STUDENT of the reason. A first violation shall result in a warning; a second violation shall lead to disqualification from the exam. In such a case, the exam shall be considered failed and must be rescheduled and retaken according to the procedure defined in this agreement.

4.25. Upon completing the examination, a representative of the DRIVING SCHOOL shall inform the STUDENT of the examination result.

4.26. If the STUDENT cannot participate in the theory examination, they must cancel the registration no later than 24 hours prior to the scheduled start. Otherwise, the examination fee shall not be refunded to the STUDENT’s e-account balance.

4.27. The DRIVING SCHOOL shall enter the relevant data into the CSDD database within 5 business days, after which the STUDENT will become eligible to schedule the theory examination at CSDD. Notification shall be sent to the STUDENT by email.

4.28. A video recording shall be made for examination monitoring purposes. By signing this agreement, the STUDENT consents to such recording. The video recording shall be retained for no more than one (1) month.

CSDD Theory Examination

4.29. After receiving the notification e-mail, the STUDENT must take the CSDD theory examination within 3 business days, or alternatively, must retake the DRIVING SCHOOL theory exam within 3 business days prior to the scheduled CSDD examination.

First Aid Training (if applicable)

4.30. If the STUDENT does not possess a valid first aid course certificate, they must register and pay for the course through the DRIVING SCHOOL website (https://presto.lv/pirma-palidziba-kursi) or in person at the DRIVING SCHOOL. The course evaluation will take place at the end of the second session. Individuals with a secondary or higher medical education, or those currently studying in such educational institutions, are exempt from the first aid course.

4.31. If the STUDENT cannot attend the scheduled first aid course, they must cancel the registration no later than 48 hours before the course begins. Otherwise, the course fee shall not be refunded.

Medical Certificate (if applicable)

4.32. If the STUDENT does not possess a valid driver’s medical certificate, they must select a medical commission at a certified medical institution via the DRIVING SCHOOL website (https://presto.lv/mediciniska-izzina), submit an electronic registration, and pay the applicable fee (special rate).

5. PRACTICAL TRAINING PROCEDURE

Organization of driving instruction

5.1. Driving instruction is organized electronically through the DRIVING SCHOOL’s website presto.lv.

5.2. In accordance with Section 2 of this Agreement, upon receipt of payment, the STUDENT’s profile e-account shall be credited with EUR 150.00 for booking driving lessons. Additional payments shall be made as set forth in Section 3.

5.3. The STUDENT selects the desired time and driving instructor, taking into account the applicable instructor’s rate schedule, and confirms the booking.

5.4. If the STUDENT is unable to attend a scheduled driving lesson, they must cancel the lesson no later than 24 hours before the start time. Otherwise, the prepaid amount for the lesson shall not be refunded to the STUDENT’s e-account balance.

5.5. The instructor has the right to cancel a scheduled lesson no later than 12 hours before the scheduled start. In such cases, the payment for the lesson shall be refunded to the STUDENT’s e-account balance. If the instructor cancels the lesson less than 12 hours before the scheduled start, the DRIVING SCHOOL shall reimburse the STUDENT for the cost of the lesson and credit the STUDENT’s balance with an additional EUR 20.00.

Conduct of driving lessons

5.6. Prior to commencing practical driving instruction, the STUDENT shall present the instructor with their CSDD driver’s permit and the driving instruction logbook.

5.7. The STUDENT shall bring the driving instruction logbook to each lesson. The logbook is issued to the STUDENT by the DRIVING SCHOOL (either at the office or by the instructor). The instructor shall record the date and content of each lesson.

5.8. Upon completion of the minimum five practical driving lessons (10 academic hours) as specified in the Regulations, and based on the STUDENT’s performance and preparedness for the CSDD examination, the instructor shall verbally inform the STUDENT of the need for additional lessons or refer them to the DRIVING SCHOOL’s internal driving examination.

Driving school practical exam.

5.9. The DRIVING SCHOOL practical exam may only be taken after the successful completion of the DRIVING SCHOOL theoretical exam — the relevant record must be entered in the presto.lv profile.

5.10. The organization and payment of the DRIVING SCHOOL driving exam shall follow the same procedure as for any driving lesson, by selecting a driving instructor with whom the STUDENT has had no prior instruction. Otherwise, the session will be treated as a regular driving lesson, and the instructor will not have the right to certify completion of the driving instruction.

5.11. Upon arrival for the session, the STUDENT shall inform the instructor of their intent to take the exam in place of a regular lesson. If successfully passed, the examiner shall complete the protocol in the presto.lv profile, which serves as confirmation of completed practical instruction.

5.12. After the exam, the protocol will be available in the "Documents" section of the STUDENT’s profile. The results of the exam may be contested within 5 days by submitting a written complaint to the DRIVING SCHOOL.

5.13. Upon passing the exam, the DRIVING SCHOOL shall enter the relevant data into the CSDD database within 5 business days. This allows the STUDENT to register for the CSDD practical exam, about which they will receive an informative email.

 

6. DISTANCE LEARNING


Theoretical Training Procedure

6.1. The theory courses are conducted remotely using the Cisco Webex video conferencing platform.

6.2. The STUDENT must ensure full participation in the distance learning by providing access to a camera and microphone, either through a primary or peripheral device (computer or phone), and sufficient internet bandwidth. Otherwise, attendance will not be recorded.

6.3. The link to each session will be available in the STUDENT’s profile under the section “Theory schedule” next to the respective lesson date. Links will not be sent by email.

It is strongly recommended that the STUDENT review their presto.lv profile in advance to facilitate timely connection and reduce unnecessary stress before the session.

6.4. The STUDENT should join the session on time (10–30 minutes before the scheduled start) to avoid last-minute technical issues that may hinder full participation. In the event of technical difficulties, the STUDENT must immediately contact the DRIVING SCHOOL administration by phone at +371 28813188 or via e-mail at info@presto.lv.

6.5. Before joining the virtual learning room via the provided link, the STUDENT must enter their name, surname, and e-mail address. These details must match the information provided in the agreement.

6.6. The instructor shall begin the lesson by marking the STUDENT’s attendance in the DRIVING SCHOOL’s and CSDD’s attendance registry.

6.7. For quality control, the session will be recorded. The STUDENT hereby confirms their consent to video recording. Recordings are retained for no more than one (1) month.

6.8. Theoretical training via distance learning is conducted only during a state of emergency declared by the government. Once the state of emergency ends, theoretical training will resume in person at the selected branch of the DRIVING SCHOOL.

6.9. The STUDENT is prohibited from sharing any information that would allow a third party to participate in the distance learning sessions.

Theory Course Absences

6.10. For each lesson, the DRIVING SCHOOL has access to participation data generated by the video presentation tool, which includes the date, time of entry, time of exit, and total duration of the STUDENT's attendance in minutes. If the DRIVING SCHOOL determines that the STUDENT has been absent for more than 10 minutes, a “Left the session” entry is recorded in both the DRIVING SCHOOL and CSDD attendance logs. A theory lesson is considered attended only if the STUDENT has participated and listened to all scheduled instruction sessions for that day.

6.11. The STUDENT must reschedule a missed theory lesson electronically via the DRIVING SCHOOL’s website presto.lv by selecting the preferred branch, date, and time for the make-up session. The session is registered in the CSDD system within 3 working days, after which the STUDENT will receive a confirmation email. Only after receiving this e-mail is the STUDENT permitted to attend the selected theory make-up session.

6.12. If the STUDENT is unable to attend the scheduled make-up theory lesson, it is their obligation to cancel the appointment no later than 48 hours prior to the start of the session. Otherwise, the amount paid for the session will not be refunded to the STUDENT.

First Aid Course (if applicable)

6.13. If the STUDENT does not possess a valid first aid course certificate, they must register and pay for the first aid course via the DRIVING SCHOOL's website (https://presto.lv/pirma-palidziba-kursi). The theory portion of the course is conducted remotely using the Cisco Webex video conferencing tool.

6.14. The STUDENT must ensure full participation in the remote learning session with access to a functioning camera and microphone, whether through a computer or phone using built-in or peripheral equipment. Otherwise, attendance will not be recorded.

6.15. The STUDENT will receive an invitation to the remote session via the email address specified in the contract. The invitation will include the scheduled time and access link. If the STUDENT has not received the invitation at least 48 hours prior to the start of the session, they are obligated to immediately contact the DRIVING SCHOOL to resolve the issue.

6.16. The STUDENT should log in to the session early (10–30 minutes before the scheduled start) to avoid last-minute technical problems that may hinder full participation. In case of difficulties, the STUDENT must promptly contact the DRIVING SCHOOL administration at +371 28813188 or via email at info@presto.lv.

6.17. Before entering the virtual training environment using the provided link, the STUDENT must enter their full name and email address. This information must match the details stated in the agreement.

6.18. The instructor will begin the session by marking attendance in the training attendance log.

6.19. If the STUDENT cannot attend the first aid course, they must cancel their registration no later than 48 hours prior to the start of the course. Otherwise, the paid amount will not be refunded.

6.20. Persons with secondary or higher medical education or those currently enrolled in such educational institutions are exempt from attending the first aid course.

6.21. After completing the theoretical portion of the course, the DRIVING SCHOOL will send the STUDENT information regarding the date and location of the practical portion. The STUDENT acknowledges that this may be delayed until the end of a declared state of emergency and therefore agrees not to raise any claims against the DRIVING SCHOOL. Upon completion of the practical portion, the STUDENT will be promptly issued a certificate confirming completion of the first aid course.

7. RESPONSIBILITIES OF THE PARTIES

7.1. By signing this Agreement, the STUDENT confirms that they have read and agree to comply with the DRIVING SCHOOL’s internal rules and regulations.

7.2. The DRIVING SCHOOL reserves the right to unilaterally amend the Agreement by notifying the STUDENT by phone, in writing, or during theory lessons at least 10 days in advance.

7.3. The DRIVING SCHOOL has the right to terminate this Agreement with the STUDENT without prior notice if:

7.3.1. the STUDENT fails to comply with the payment procedure;

7.3.2. the STUDENT makes unauthorized payments directly to the instructor for driving lessons;

7.3.3. the STUDENT has provided false information for the conclusion of the Agreement;

7.3.4. the STUDENT behaves aggressively during lessons or willfully damages the DRIVING SCHOOL’s property. In such case, the STUDENT shall compensate the DRIVING SCHOOL for the damage within 3 working days. If payment is not made within this term, the STUDENT agrees to additionally pay a contractual penalty equal to twice the value of the damages incurred.

7.4. In the event of early termination of the Agreement by either party, any payments made by the STUDENT will not be refunded, except in the case referred to in Clause 8.2 of this Agreement, and access to the system will be revoked.

7.5. The STUDENT agrees and authorizes the DRIVING SCHOOL to process their personal data (collection, storage, registration, entry, transmission to CSDD). The purpose of data processing is student registration and the provision of services.

7.6. The Parties shall not be held liable for failure to fulfill their obligations under this Agreement if such failure is caused by force majeure.

  1. DISPUTE RESOLUTION PROCEDURE

8.1. If the branch administrator or driving instructor fails to fulfill the terms of this Agreement, the STUDENT must immediately inform the DRIVING SCHOOL management using the phone number provided in the contact details.

8.2. If the STUDENT submits a substantiated claim, the DRIVING SCHOOL shall refund the corresponding portion of the training fee. The STUDENT is required to submit a written claim without delay. The DRIVING SCHOOL’s management will review the claim within 10 working days.

8.3. Any irreconcilable disputes arising from this Agreement shall be resolved in accordance with the procedures established by the laws and regulations of the Republic of Latvia.

9. RIGHT OF WITHDRAWAL

9.1. The STUDENT has the right to unilaterally withdraw from this Agreement within 14 days from the date of its conclusion, provided that no services have been used during this 14-day period. To exercise the right of withdrawal, the STUDENT must complete a written withdrawal form available electronically on the website and submit it either electronically or send it to the legal address of the DRIVING SCHOOL: Ģertrūdes street 19/21-4, Rīga, LV–1011, Latvia. The withdrawal form can be downloaded HERE. The right of withdrawal shall be deemed exercised within the term if the STUDENT sends the notification of withdrawal before the expiry of the 14-day period.

9.2. The right of withdrawal cannot be exercised in the following cases:

9.2.1. after the statutory withdrawal period has expired, i.e., 14 days;

9.2.2. if the provision of services has already begun.

9.3. Any amounts paid by the STUDENT for services will be fully refunded within 21 (twenty-one) days from the moment the DRIVING SCHOOL is informed (receives the withdrawal form) of the STUDENT’s decision to withdraw from the Agreement. The refund will be made using the same means of payment that the STUDENT used for the initial transaction, unless the STUDENT has explicitly agreed otherwise.

10. OTHER PROVISIONS

10.1. This Agreement enters into force upon its signing. It is drawn up in two copies – one for the DRIVING SCHOOL and one for the STUDENT.

10.2. The term of this Agreement is three years.

10.3. The Agreement shall be terminated if the STUDENT fails to pass the DRIVING SCHOOL theory exam within one year from registration in the training group at CSDD or fails to obtain a driving licence (pass the CSDD driving exam) within three years.

10.4. In both cases referred to in Clause 10.3, a new training agreement must be concluded covering the full scope of the training.
