1. These Regulations prescribe the requirements for merchants, educational institutions and specialists who provide vehicle driver training, and the vehicle driver training programmes, including the initial and periodic training procedure and training programmes for vehicle drivers who carry goods and passengers (drivers of vehicles in categories C1, C1E, D1, D1E, C, CE, D or DE with an entry in the driving licence regarding acquired professional knowledge), as well as the procedure for controlling the vehicle driver training process.

2. These Regulations do not apply to the training of drivers of tractor-type machinery, tram and trolleybus drivers, or moped and bicycle drivers.

2.1. Issuing of a Training Card

3. Vehicle drivers may be trained by merchants and educational institutions that have received a training card.

4. A training card is an electronic document of a specified sample (Annex 1) which entitles the holder to train drivers of the vehicle categories indicated therein in specific training premises and which certifies that the training premises comply with the requirements laid down in these Regulations.

5. Training cards for merchants and educational institutions (hereinafter – driving school) shall be issued, revoked, suspended for a definite period and reinstated by the State joint-stock company "Road Traffic Safety Directorate" (hereinafter – CSDD).

6. In order to receive a training card, a driving school shall submit an application to CSDD (Annex 2) and documents certifying that the driving school owns training premises, a driving training area and the relevant vehicles, or that a contract has been concluded for their use.

7. After receipt of the application and documents referred to in Paragraph 6 of these Regulations, CSDD shall examine them and:

7.1. if the application has been completed in full, shall, within one week, check the compliance of the training premises and driving training area with the requirements of Annex 3 to these Regulations and draw up a report (Annex 4);

7.2. if the application has not been completed in full, shall, within three working days, inform the driving school that the application must be clarified and completed in full.

7.1 CSDD, after receiving the clarified and fully completed application of the driving school referred to in Paragraph 6 of these Regulations, shall inform the driving school that the training card will be issued or its issue will be refused within one month after the compliance of the training premises and driving training area with the requirements referred to in Annex 3 to these Regulations has been checked (indicating a specific date).

8. Within one month from the day of receipt of the application, CSDD shall issue the training card or, if the training premises or driving training area do not comply with the requirements referred to in these Regulations, refuse to issue it, informing the driving school of the procedure for contesting the CSDD refusal to issue the training card.

8.1 If CSDD does not inform the driving school, within the time period referred to in Paragraph 8 of these Regulations, of the issue of the training card or refusal to issue it, it shall be deemed that the responsible authority has issued the permit, applying the tacit consent referred to in the Law on the Free Provision of Services.

9. If a new training card is issued to a driving school or the driving school ceases its activities, the previously issued training card shall be recognised as invalid.

10. If the name or legal address of a driving school changes, it shall, within 15 days, submit to CSDD a document certifying the changes in order to receive a new training card.

2.2. Suspension of the Operation of a Training Card for a Definite Period and Revocation of a Training Card

12. If a driving school violates the requirements of laws and regulations in the field of driver training or obtaining driving rights, or if the persons trained by it have poor performance in examinations for obtaining vehicle driver qualification, CSDD is entitled to:

12.1. issue a warning to the driving school, setting a period within which violations of laws and regulations must be remedied and the performance of trained persons in examinations for obtaining vehicle driver qualification must be improved (during this period, the driving school is prohibited from being issued new training cards);

12.2. suspend the operation of a training card or all training cards for a definite period and, after the specified time and remedying of the violations, reinstate the operation of the training card or all training cards, as well as prohibit the driving school from receiving new training cards during the period of suspension of the training card or training cards;

12.3. revoke the training card or all training cards.

13. CSDD shall decide on suspending the operation of a training card or all training cards, prohibiting the driving school from registering new training groups in the relevant training premises or from training drivers of specific vehicle categories, if:

13.1. a check establishes that the training premises or driving training area do not comply with the requirements referred to in Annex 3 to these Regulations;

13.2. the requirements of these Regulations or of the laws and regulations governing the obtaining of the right to drive vehicles have been violated;

13.3. information has been received from a State institution that the driving school does not comply with the requirements laid down in laws and regulations regarding consumer rights protection or taxes (duties).

14. CSDD shall decide on revoking a training card or all training cards if:

14.1. a request has been received from a State institution to revoke the training card or all training cards because the driving school does not comply with the requirements laid down in laws and regulations regarding consumer rights protection or taxes (duties);

14.2. the requirements of these Regulations or of the laws and regulations governing the obtaining of the right to drive vehicles have been grossly or repeatedly violated;

14.3. within six calendar months, fewer than 75% of the persons trained by the driving school pass the theoretical examination for obtaining vehicle driver qualification on the first attempt or, respectively, fewer than 50% pass the driving examination.

15. A training card or all training cards shall be revoked if the driving school has been deprived of the right to carry out commercial activities or if no training group is registered within two years.

15.1 The operation of a training card shall be suspended for a definite period if the term of the driving school’s contract for the use of training premises or a driving training area has expired. The operation of the training card shall be reinstated after documents certifying the conclusion of a new contract for the use of training premises or a driving training area have been submitted to CSDD.

16. If a decision must be taken on revoking a training card or all training cards, suspending their operation for a definite period or reinstating it, the relevant driving school shall be invited to participate in the examination of the matter, having been previously informed of the reason for the invitation.

17. A driving school whose training card or all training cards have been revoked for the violations referred to in Paragraph 14 of these Regulations is entitled to obtain them again or obtain new training cards no earlier than one year after the date of revocation of the training card or all training cards.

18. The subjects of vehicle driver training programmes may be taught by a teacher of theoretical training for vehicle drivers who has the right to drive vehicles of the relevant category (hereinafter – teacher), while driving may be taught by a driving training instructor who has the relevant qualification and at least three years of vehicle driver experience in the relevant category (hereinafter – instructor). The teacher and instructor must have employment legal relations with the driving school or must be registered with the State Revenue Service as a performer of economic activity or with the Enterprise Register as a merchant, and must conclude an undertaking agreement with the driving school.

19. In order to obtain the qualification of a teacher or instructor, a person shall complete a training course (Annex 5) and pass the examinations referred to in Paragraph 23, 24 or 25 of these Regulations. The person shall be at least 24 years of age, and his or her education and qualification shall comply with the following requirements:

19.1. for a teacher of the programme "Laws and Regulations Governing Road Traffic and Road Traffic Safety" – second-level professional higher education and at least three years of experience as a category B vehicle driver;

19.2. for a teacher of the programme "Technical Information and Road Transport" – second-level professional higher education and the right to drive vehicles of categories B, C and D;

19.3. for an instructor – at least first-level professional higher (college) education and at least three years of experience as a category B vehicle driver.

20. The training of teachers and instructors, as well as the acceptance of examinations for obtaining the qualification, shall be carried out by CSDD.

21. Training groups for teachers and instructors shall be registered electronically with the State Register of Vehicles and Their Drivers maintained by CSDD (hereinafter – register) before the start of training. The number of trainees in a training group may not exceed 30. According to the qualification to be obtained, theoretical subject training programmes are divided into training modules. Each module consists of six training lessons. The duration of one theoretical subject training lesson is 45 minutes. There shall be a break of at least five minutes between training lessons, and a break of at least 10 minutes between each pair of training lessons. The number of theoretical subject training lessons per day is six training lessons (one module).

22. A person who wishes to obtain the qualification of a teacher or instructor for the programme "Laws and Regulations Governing Road Traffic and Road Traffic Safety" shall, before commencing training, successfully pass at CSDD the theoretical and driving examination for obtaining a category B vehicle driver qualification.

23. In order to obtain the qualification of a teacher of the programme "Laws and Regulations Governing Road Traffic and Road Traffic Safety" or the programme "Technical Information and Road Transport", the person shall take a theoretical examination which includes questions on the relevant programme and the methodology for teaching it, as well as questions of practical pedagogy.

24. The qualification of a teacher for the training of drivers of vehicles intended for the carriage of dangerous goods may be obtained by a person who has:

24.1. second-level professional higher education;

24.2. the professional qualification of a safety consultant (adviser) for work with all types of dangerous goods in road transport;

24.3. the qualification of a teacher of the programme "Technical Information and Road Transport" or at least three years of practical work experience as a safety consultant (adviser) working with all types of dangerous goods in road transport.

25. In order to obtain the qualification of an instructor, a person shall take:

25.1. a theoretical examination which includes questions on the programme "Laws and Regulations Governing Road Traffic and Road Traffic Safety" and questions of practical pedagogy;

25.2. an examination in driving training.

26. The examination in driving training shall take place in three stages:

26.1. the person demonstrates his or her knowledge and ability in training for a driving element (for example, preparation for driving, performance of figures, starting to drive, stopping the vehicle);

26.2. the person demonstrates his or her knowledge and ability when driving a car in road traffic;

26.3. the person demonstrates his or her knowledge and ability to drive together with a trainee in different road traffic conditions, and to analyse and assess the level of the trainee’s vehicle driving skills and abilities.

27. Before the examination for obtaining the qualification, the person shall present a personal identification document or a driving licence.

28. After successful passing of the examinations referred to in Paragraph 23, 24 or 25 of these Regulations, CSDD shall issue the person the relevant teacher or instructor certificate (Annex 6) and enter information regarding the certificate in the register.

29. A person may have only one valid teacher certificate and one valid instructor certificate. The certificate issued to the person most recently shall be considered valid.

30. The term of validity of a teacher or instructor certificate is five years.

31. In order to exchange a teacher certificate or instructor certificate:

31.1. teachers of the programme "Laws and Regulations Governing Road Traffic and Road Traffic Safety" and driving training instructors shall take a theoretical examination including questions on anticipating dangerous situations that may arise in road traffic, risk assessment, situation analysis and assessment of driver competence. In addition to the above test, the theoretical examination intended for obtaining the right to drive category C or D vehicles must be passed (persons who have only the right to drive category B or BE vehicles must pass the theoretical examination intended for obtaining the right to drive category B vehicles);

31.2. teachers of the programme "Technical Information and Road Transport" shall take the professional theoretical examination intended for obtaining the right to drive category C or D vehicles;

31.3. teachers for the training of drivers of vehicles intended for the carriage of dangerous goods shall present a valid professional qualification certificate of a safety consultant (adviser) for the carriage of dangerous goods for the right to perform duties related to all types of dangerous goods in road transport.

32. If a teacher certificate or instructor certificate whose term of validity has not expired has been lost, stolen, destroyed or damaged, the person may receive a new certificate with the same term of validity as the previously issued certificate without completing a training course and taking examinations.

33. CSDD shall decide on revoking a teacher or instructor certificate if the requirements of laws and regulations governing vehicle driver training or obtaining driving rights have been violated, and also if the teacher or instructor carries out actions which, for ethical reasons, are incompatible with vehicle driver training.

34. CSDD shall revoke a teacher or instructor certificate if:

34.1. forged documents have been used or false information has been provided for obtaining it;

34.2. the teacher or instructor has been deprived of the right to drive vehicles or, within the framework of the penalty point accounting system, has been subject to a prohibition on using the right to drive vehicles.

4.1. General Requirements for the Organisation of the Training Process

35. Before the start of training, the driving school shall familiarise the trainee with the training procedure included in these Regulations and the procedure for obtaining the vehicle driver qualification of the relevant category.

36. Training shall be carried out on the basis of a written contract concluded between the trainee and the driving school before the start of training, reflecting the most essential training conditions (including the rights and obligations of the driving school and the trainee, the fee for theoretical subject training and for one driving training lesson, the payment procedure, the procedure for registration in a training group, the schedule of lessons and consultations, the procedure for theoretical subject and driving training, the conditions for taking the theoretical and driving examination of the driving school, and the procedure by which the trainee may be excluded from the training group).

36.1 Payment for all services related to training (including driving training) shall be made by the trainee to the driving school in accordance with the conditions of the contract referred to in Paragraph 36 of these Regulations.

37. The required number of theoretical subject and driving training lessons, taking into account the knowledge and performance of the trainee, shall be determined by the driving school, but their scope and training duration may not be less than the duration specified in Annex 7 to these Regulations, and their content must comply with the requirements specified in Annex 8 to these Regulations. Training shall be completed by passing the driving school’s theoretical and driving examination. Disputes regarding the training process shall be examined by the driving school on the basis of an application by the trainee.

38. A person who wishes to obtain the vehicle driver qualification for categories A2, A, B, BE, C1, C1E, D1, D1E, C, CE, D or DE shall complete a first aid training course if he or she does not have a valid certificate of completion of a first aid course. Persons who have secondary or higher medical education or who study at the relevant educational institutions are exempted from first aid training courses.

4.2. Registration of Training Groups

39. The driving school shall register training groups electronically with CSDD before the start of training in accordance with the contract concluded with CSDD, which reflects the most essential conditions (for example, the information to be entered in the register, the time limits for entering information, issues concerning non-disclosure of personal data of natural persons and security of information exchange). Training groups shall be registered, and changes to the lesson schedule of a registered training group shall be made, on working days from 8.00 to 17.00.

40. A person shall not be registered in a training group if:

40.1. an administrative penalty has been imposed on the person – a prohibition from obtaining the right to drive vehicles for a specified period – or the person has been deprived of the right to drive vehicles;

40.2. the person is subject to a prohibition on using the right to drive vehicles;

40.3. the person has not reached the age permitted for training drivers of vehicles of the relevant category;

40.4. medical contraindications for driving vehicles have been established for the person;

40.5. the person does not have the right to reside in Latvia and has not been assigned a personal identity number;

40.6. the person has not obtained the right to drive vehicles of the category that is a mandatory precondition for obtaining the right to drive vehicles of another category (for example, from C to CE, from C to D).

41. After registration of a training group, no new trainees shall be included in it.

43. If the schedule of theoretical subject lessons or the teachers are changed, the driving school shall enter information regarding the changes in the register before the start of the specific lesson.

4.3. Knowledge, Skills and Abilities Provided During Training

44. During training, the person shall be provided with the following knowledge, skills and abilities:

44.1. to know the laws and regulations governing road traffic and related to road traffic, to comply with the requirements of the Road Traffic Regulations and to integrate into the general flow of vehicles;

44.2. to drive a vehicle in such a way as not to create situations dangerous to road traffic, but, if such situations arise due to the actions of other road users, to do everything possible to prevent them;

44.3. to respect other road users and cooperate with them, to take into account their interests and ensure the safety of all road users (especially vulnerable road users);

44.4. to know all factors affecting the conduct of a vehicle driver (for example, the use of alcoholic beverages, medicines, fatigue, state of health) and to act in such a way as to fully retain the abilities necessary for safe driving;

44.5. to anticipate the development of situations dangerous to road traffic and assess their degree of danger;

44.6. to identify any serious technical defects of a vehicle (especially those that endanger traffic safety (for example, defects in the steering equipment or braking system)) and to take measures to eliminate them;

44.7. to drive a vehicle economically and in an environmentally friendly manner, to be able to plan an optimal route for the journey (the applicant must learn to prepare a reasonable journey plan appropriate to the circumstances and be able to make appropriate decisions both before and during the journey);

44.8. to know modern systems that assist the driver in driving the vehicle (for example, active cruise control, collision avoidance system, lane system, sign and marking recognition system), their operation and the possible risks in cases of their incorrect use;

44.9. to be aware of the influence of psychological and emotional risk factors and personal characteristics on driving a vehicle (temperament, character traits, reaction to social pressure (for example, passengers in the vehicle, stressful situations)), as well as the ability to decide reasonably and act appropriately in such situations without endangering traffic safety.

45. When training persons who, in addition to an existing qualification for driving mechanical vehicles, wish to obtain a qualification for driving another category of mechanical vehicles:

45.1. during theoretical subject training, previously acquired knowledge shall be repeated and consolidated in a shortened form, and additional knowledge shall be provided in accordance with the requirements of the training programme for drivers of vehicles of the relevant category;

45.2. during driving training, previously acquired driving skills and abilities shall be repeated and consolidated in a shortened form, and additional driving skills and abilities shall be provided in accordance with the requirements of the training programme for drivers of vehicles of the relevant category.

46. When, after completing the theoretical programme or driving training, the person has passed the relevant driving school examination in person, the driving school, by entering information in the register, shall allow the person to take the relevant examination for obtaining vehicle driver qualification. The driving school, teacher and instructor shall be responsible for the accuracy of the information entered in the register.

48. A person may take the examinations for obtaining the right to drive vehicles at CSDD for three years, counting from the day of registration in the driving school training group. If the person does not take or does not pass the examinations within the said time limit, he or she shall register in a new driving school training group and complete training at the driving school again in order to obtain the right to drive vehicles.

4.4. Theoretical Subject Training

49. Theoretical subjects (for example, the Road Traffic Regulations, traffic safety) shall be taught by teachers who have a teacher certificate for the relevant subjects, in training premises for which a training card has been issued.

49.1 For training in the programme "System of Laws and Regulations Governing Road Traffic and Liability of the Vehicle Driver for Violations of Laws and Regulations Governing Road Traffic" (Annex 8), a distance learning platform approved by CSDD may be used, employing information and communication technology tools (hereinafter – e-environment). The duration of training in the e-environment may not be shorter than the duration of in-person training. After each completed topic (module), there must be a knowledge test, the time of which shall not be included in the total training time. During training, teacher consultation in person must be available.

50. Training groups shall be formed for teaching theoretical subjects. The number of trainees in a training group for obtaining the right to drive category B vehicles may not be less than 6 (for obtaining the right to drive vehicles of other categories – less than 3) and more than 30. When teaching theoretical subjects simultaneously in the training groups referred to in Paragraph 53 of these Regulations, the total number of trainees shall be taken into account.

51. In accordance with the vehicle driving rights to be obtained, theoretical subject training programmes are divided into training modules (Annex 7). The trainee must complete the theoretical subject training programme within one year, and the driving school shall make entries regarding this in the register. If theoretical subject training is not completed in full within the said time limit, it must be repeated by registering in a new training group. Each module consists of five training lessons. The duration of one theoretical subject training lesson is 45 minutes. There shall be a break of at least five minutes between training lessons and a break of at least 10 minutes between every two training lessons.

52. The number of theoretical subject training lessons shall be five lessons per day (one module) and not more than three training days per week. A training module shall be considered attended if the trainee has attended all the specified training lessons on the training day or, if training is carried out in the e-environment, has passed the tests after each module. If at least one training lesson is not attended, the training of the specific module must be repeated.

53. The relevant theoretical subjects may be taught simultaneously in the following training groups (before the slash, the category of mechanical vehicles for which the trainee in the training group has previously obtained the right to drive is indicated (if persons who do not have the right to drive mechanical vehicles are trained, zero is indicated), while after the slash, the category of mechanical vehicles for which the persons are being trained to obtain the right to drive is indicated; the training plan shall be prepared taking into account the type of training with the largest number of lessons):

53.1. 0/A1, 0/A, 0/B1, 0/B, 0/B and C1;

53.2. B/C1, B/C and B/D1;

53.3. C1/C, C1/D, D1/C, D1/D and C/D;

53.4. B/E and D1/E;

53.5. C1/E, C/E and D/E.

54. Theoretical subject training shall take place in accordance with the lesson schedule registered by the driving school. Not later than 20 minutes after the start of the lesson, the teacher shall enter in the register information regarding the trainees participating in the lesson. The time of training lessons may not be used for solving thematic tasks. Tests and written tests shall be planned outside the specified training time.

4.5. Driving Training

55. Persons who have acquired basic knowledge of the Road Traffic Regulations (rules regarding priority, mandatory and prohibition groups of road signs, regulation of road traffic, starting to drive and changing driving direction, positioning of vehicles on the carriageway and driving through intersections) may start driving training. The driving school shall make an entry to that effect in the register and enter information regarding the person’s driving training instructor (given name, surname, personal identity number, state registration number of the training vehicle).

56. Driving shall be taught by instructors who have an instructor certificate, using a training vehicle that complies with the requirements referred to in Annex 3 to these Regulations.

57. The educational institution has an obligation to ensure that the instructors involved in training trainees comply with the requirements of these Regulations.

58. The duration of one driving training lesson is 45 minutes.

59. The duration of driving training for a trainee may not exceed two lessons per day.

60. Initial driving training shall take place in an enclosed area (driving training area). After completion of the initial training, the instructor shall check in the area how the trainee has acquired driving skills. Training drives on roads may be carried out only if the trainee has acquired driving skills sufficiently well. In road traffic, only one person may be trained at the same time, except for drivers of vehicles in categories A1, A2 or A, where two persons may be trained at the same time if they have acquired driving skills in the mandatory driving training referred to in Annex 7 to these Regulations and information regarding the number of driving training lessons has been entered in the register.

61. When starting a driving lesson, the instructor shall enter information regarding it in the register.

62. Initial training for vehicle drivers who wish to obtain a driving licence for categories C1, C1E, D1, D1E, C, CE, D or DE with an entry in the driving licence regarding acquired professional knowledge is voluntary, except for the vehicle drivers specified in Section 6.1, Paragraph 2.1 and Section 30.1, Paragraph 2.1 or 2.2 of the Road Transport Law, who must complete a training course corresponding to the programme referred to in Annexes 7 and 12 to these Regulations.

63. Periodic training of vehicle drivers (drivers of vehicles in categories C1, C1E, D1, D1E, C, CE, D or DE with an entry in the driving licence regarding acquired professional knowledge) may be carried out by a driving school or another person (merchants, associations, training centres) that can fulfil the periodic training requirements laid down in these Regulations.

64. A driving school or another person (hereinafter – periodic training provider) that wishes to obtain the right to carry out periodic training shall submit an application to CSDD, attaching documents certifying that the periodic training provider has:

64.1. a training programme indicating the number of training lessons intended for the topics included in each module (Annex 11), and an implementation plan, available training methods, as well as other organisational matters resolved for carrying out periodic training;

64.2. teachers with the relevant qualification (indicating their fields of activity and experience);

64.3. premises in which periodic training lessons may take place, relevant teaching aids, resources necessary for practical work and vehicles.

64.1 A driving school that wishes to obtain the right to train the vehicle drivers referred to in Section 6.1, Paragraph 2.1 and Section 30.1, Paragraph 2.1 or 2.2 of the Road Transport Law must receive a training card in accordance with the procedure laid down in Chapter 2 of these Regulations. In order to receive a training card, the driving school shall submit an application to CSDD, attaching documents certifying that it has:

64.1 1. a training programme indicating the number of training lessons intended for the topics included in each module (Annex 12), and an implementation plan, available training methods, as well as other organisational matters resolved for carrying out training;

64.1 2. teachers and instructors with the relevant qualification who have obtained the qualification specified in Paragraph 19 of these Regulations;

64.1 3. premises in which lessons may take place, relevant teaching aids, resources necessary for practical work and suitable vehicles.

65. After evaluating the documents referred to in Paragraph 64 or 64.1 of these Regulations, CSDD shall register the rights of the periodic training provider or of the training provider referred to in Section 6.1, Paragraph 2.1 and Section 30.1, Paragraph 2.1 or 2.2 of the Road Transport Law, or provide a reasoned refusal.

66. The duration of periodic training is 35 hours, and the number of lessons in one day is seven training lessons. Periodic training consists of five modules, and each module is seven training lessons. Periodic training consists of theoretical training and practical training, and, where possible, the use of the e-environment or the highest-class simulators is permitted in subjects where this ensures more effective acquisition. Periodic training in the e-environment may not exceed 12 hours. Periodic training is organised so that professional drivers can refresh knowledge that is essential for the performance of professional duties. During periodic training, previously acquired knowledge is repeated and consolidated, and additional knowledge is provided on the topics referred to in Annex 12 to these Regulations, with special attention paid to road traffic safety, labour protection and reducing the impact of driving on the environment. Periodic training shall include current developments in the relevant legal and technological field and, as far as possible, take into account the particular driver’s need to acquire specific knowledge. If a driver moves to work in another field, the periodic training previously received must be taken into account. The periodic training programme must be completed within no more than three months from the moment of registration of the training group. If periodic training is not completed within the said time limit, it must be repeated by registering in a new training group.

66.1 The duration of training for the vehicle drivers referred to in Section 6.1, Paragraph 2.1 and Section 30.1, Paragraph 2.1 or 2.2 of the Road Transport Law is 280 hours, and it includes theoretical training for the relevant basic category in accordance with Annex 7 to these Regulations and 20 (minimum number) driving training lessons. The number of theoretical lessons in one day shall not exceed seven training lessons. In accordance with Paragraph 49.1 of these Regulations, individual lessons may be replaced by training in the e-environment, and not more than eight driving training lessons may be replaced by using an appropriate highest-class simulator.

66.2 The vehicle drivers referred to in Section 6.1, Paragraph 2.1 or Section 30.1, Paragraph 2.1 or 2.2 of the Road Transport Law who have obtained the right to carry goods and wish to extend their qualification by obtaining the right to carry passengers (or vice versa) shall complete the relevant theoretical training (Annex 12) for 70 hours and five driving training lessons.

68. The training groups referred to in this Chapter shall be registered in accordance with the procedure laid down in Sub-chapter 4.2 of these Regulations. The teacher shall enter the training lessons, topics and attendance of trainees in the register in accordance with the requirements referred to in Paragraph 54 of these Regulations.

69. After periodic training has been carried out, the training provider shall electronically inform CSDD of the persons who have attended the full training course.

69.1 After completion of the training for vehicle drivers referred to in Section 6.1, Paragraph 2.1 and Section 30.1, Paragraph 2.1 or 2.2 of the Road Transport Law, the driving school shall, in accordance with Paragraph 46 of these Regulations, make the relevant entry in the register, thereby certifying that the trainee has completed the training referred to in Paragraph 66.1 or 66.2 of these Regulations, and shall allow the person to take the relevant examination for obtaining vehicle driver qualification.

70. The periodic training provider shall issue a certificate to a person who has attended the full training course. The certificate shall be valid for five years.

71. CSDD shall control how the driving school and periodic training providers comply with the requirements of these Regulations in their activities. During an inspection, CSDD employees are entitled to use the information regarding the trainee contained in the register in order to identify the trainee.

72. During lessons, CSDD officials have the right to enter training premises without hindrance, request and receive from the driving school and periodic training provider all documents related to vehicle driver training for inspection, and, in order to ensure fulfilment of the requirements referred to in Paragraph 60 of these Regulations, verify the identity of the trainee during the driving training process for drivers of vehicles in categories A1, A2 or A.

73. If violations are established, an official of CSDD or of another institution entitled to control the activities of the driving school and periodic training provider shall draw up a report on this fact. CSDD, upon establishing a violation or receiving a report from another institution, is entitled to act in accordance with the procedure laid down in Sub-chapter 2.2 of these Regulations.

74. The requirements referred to in Paragraph 6 of these Regulations regarding an appropriately equipped driving training area at the disposal of the driving school shall apply from 1 January 2018.

75. The attendance entries referred to in Paragraphs 54 and 68 of these Regulations shall be made in a paper-format training group journal. From 1 January 2018, attendance shall be marked electronically by entering information in the electronic training group journal of the register.

79. The provision referred to in Paragraph 60 of these Regulations that two drivers of vehicles in categories A1, A2 or A may be trained simultaneously in road traffic does not apply to individual vehicle driver training carried out without performing commercial activities.

80. The requirement referred to in Paragraph 48 of these Regulations that a person may take the examinations for obtaining the right to drive vehicles at CSDD for three years, counting from the day of registration in the driving school training group, does not apply to persons registered in a training group by 31 October 2016. Such persons may take the examinations at CSDD for three years, counting from the completion of driving training.

81. The requirements referred to in Paragraphs 21, 51, 52 and 66 of these Regulations do not apply to training groups registered by 31 October 2016.

82. The requirements referred to in Paragraphs 19 and 24 of these Regulations do not apply to persons who obtained the qualification of a teacher (instructor) or commenced training for obtaining the qualification of a teacher (instructor) by 31 October 2016.

Requirements for training vehicles, training premises, teaching aids and driving training areas

I. Requirements for training vehicles

1. A vehicle used for driving training shall comply with the following requirements:

1.1. compulsory civil liability insurance of owners of motor vehicles has been arranged for it and it has permission to participate in road traffic;

1.2. it complies with the requirements laid down for training vehicles in the laws and regulations regarding the technical condition and equipment of vehicles;

1.3. it is equipped with the relevant identification sign;

1.4. the conversion of the vehicle into a training vehicle has been registered in the State Register of Vehicles and Their Drivers (only for vehicles in categories B, C1, C, D1 and D);

1.5. its registered owner or holder is the relevant driving school or driving instructor. For the training of drivers of category A1, A2, A and B1 vehicles, as well as drivers with disabilities, it is permitted to use a vehicle whose owner or holder is the trainee.

2. In addition to the requirements referred to in Paragraph 1 of this Annex, vehicles used for driving training shall comply with the following minimum requirements:

2.1. A1 – motorcycles without a sidecar, with an engine capacity of at least 75 cm3;

2.2. A2 – motorcycles with an engine capacity of at least 250 cm3 and engine power of at least 25 kW;

2.3. for the training of drivers of all category A vehicles – motorcycles without a sidecar with engine power exceeding 35 kW;

2.4. B1 – three-wheeled or four-wheeled category B1 motor vehicles;

2.5. B – four-wheeled category B vehicles with a maximum speed of at least 100 km/h;

2.6. BE – a combination of a category B towing vehicle complying with the above requirements and a trailer, if such combination does not fall within category B and its maximum speed is at least 100 km/h. The technically permissible maximum laden mass of the trailer shall be at least 1000 kg, and the trailer shall be fitted with a closed body whose height and width are not less than the height and width of the towing vehicle;

2.7. C1 – category C1 vehicles with a maximum speed of at least 80 km/h, a technically permissible maximum laden mass of at least 4000 kg, a length of at least 5 m, and fitted with a tachograph, an anti-lock braking system and a cargo compartment with a closed body whose height and width are not less than the height and width of the vehicle cab;

2.8. C1E – a combination of a category C1 towing vehicle complying with the above requirements and a trailer with a technically permissible maximum laden mass of at least 1250 kg, while the length of the combination of vehicles is at least 8 m and the maximum speed at least 80 km/h. The trailer shall be fitted with a closed body whose height and width are not less than the height and width of the towing vehicle cab;

2.9. C – vehicles with a maximum speed of at least 80 km/h, a technically permissible maximum laden mass of at least 12 000 kg, a length of at least 8 m, a width of at least 2.40 m, and fitted with a tachograph, an anti-lock braking system and a cargo compartment with a closed body whose height and width are not less than the height and width of the vehicle cab;

2.10. CE:

2.10.1. a combination of a category C towing vehicle complying with the above requirements and a trailer with a length of at least 7.5 m. The technically permissible maximum laden mass of the combination of vehicles shall be at least 20 000 kg. The combination of vehicles shall be equipped with a cargo compartment with a closed body whose height and width are not less than the height and width of the vehicle cab;

2.10.2. a combination of a category C towing vehicle and a semi-trailer. The technically permissible maximum laden mass of the combination of vehicles shall be at least 20 000 kg, its length at least 14 m, width at least 2.40 m, and maximum speed at least 80 km/h. The combination of vehicles shall be equipped with a tachograph, an anti-lock braking system and a cargo compartment with a closed body whose height and width are not less than the height and width of the vehicle cab;

2.11. D1 – category D1 vehicles with a maximum speed of at least 80 km/h, a technically permissible maximum laden mass of at least 4000 kg, a length of at least 5 m, and fitted with a tachograph and an anti-lock braking system;

2.12. D1E – a combination of a category D1 towing vehicle complying with the above requirements and a trailer with a technically permissible maximum laden mass of at least 1250 kg and a maximum speed of at least 80 km/h. The trailer shall be fitted with a closed body whose height and width are at least 2 m;

2.13. D – category D vehicles with a maximum speed of at least 80 km/h, a length of at least 10 m, a width of at least 2.40 m, and fitted with a tachograph and an anti-lock braking system;

2.14. DE – a combination of a category D towing vehicle complying with the above requirements and a trailer with a technically permissible maximum laden mass of at least 1250 kg and a maximum speed of at least 80 km/h. The trailer shall be fitted with a closed body whose height and width are at least 2 m.

II. Requirements for training premises

3. The training room shall be sufficiently large to allow trainees to move freely in it and to ensure that teaching aids (for example, road signs, road markings, images on a screen) are clearly visible from any seat. The training room shall be equipped with tables and chairs.

4. Buildings where lessons are held shall have toilets installed and available.

5. If the educational institution does not have a separate cloakroom, the training premises shall be equipped with clothes hangers according to the number of places.

6. A copy of the relevant training card shall be displayed in the training room.

III. Requirements for teaching aids

7. The training room of the programme "System of Laws and Regulations Governing Road Traffic and the Vehicle Driver's Liability for Violations of Laws and Regulations Governing Road Traffic", in which drivers of the relevant categories are trained, shall have the following teaching aids:

7.1. a vertically placed board that can also be used as a magnetic board (minimum size 120 x 90 cm);

7.2. stands, computer software or a demonstration film for vehicle driver training in the subject "Road Signs" and "Road Markings". The symbols of road signs and road markings shall comply with the Road Traffic Regulations. The size of road signs shall not be smaller than the road sign size laid down in the national standard LVS 77-3:2010 "Road Signs" at a scale of 1:6 (except for indication signs, direction signs and information signs, which may also be smaller);

7.3. traffic lights for regulating vehicle traffic or their mock-ups (in working order), or a computer program (also possible in video version) by means of which all possible modes of operation of traffic light signals can be demonstrated;

7.4. teaching aids for vehicle driver training in the subject "System of Laws and Regulations Governing Road Traffic" in order to explain the following topics:

7.4.1. assessment of the technical condition and equipment of a vehicle during the roadworthiness test;

7.4.2. procedure for obtaining the qualification of a motor vehicle driver;

7.4.3. compulsory civil liability insurance of owners of motor vehicles;

7.5. teaching aids for vehicle driver training in the subject "Road Traffic Regulations" in order to explain the following topics:

7.5.1. terms used in the Regulations (overtaking, built-up area, passing, traffic lane, road, carriageway, railway level crossing, priority road, intersection);

7.5.2. duties of drivers in special cases;

7.5.3. starting to drive and changing direction of travel (for example, starting to drive, changing lanes, turning and making a U-turn outside an intersection and at an intersection, driving in an acceleration or deceleration lane);

7.5.4. positioning of vehicles on the carriageway when driving outside built-up areas and in built-up areas;

7.5.5. assessment of the road situation before overtaking. Places where overtaking is prohibited. Passing and meeting an oncoming vehicle;

7.5.6. places where stopping and parking are permitted and places where stopping and parking are prohibited;

7.5.7. places where the driver must stop the vehicle before a railway level crossing;

7.5.8. crossing pedestrian crossings and passing passenger public transport stops;

7.5.9. positioning and use of external lighting devices when driving, stopping or parking on the road during the hours of darkness or in conditions of insufficient visibility;

7.5.10. cases when towing a vehicle is prohibited;

7.5.11. procedure for installing warning road signs;

7.5.12. procedure for installing priority road signs;

7.5.13. choice of a vehicle stopping place where the road sign "Stop, further driving prohibited without stopping" is installed;

7.5.14. area of operation of prohibition road signs;

7.5.15. driver's actions (directions of travel) according to the requirements of mandatory signs installed before an intersection or at the beginning of a road section;

7.5.16. driving through regulated and unregulated intersections;

7.6. additional teaching aids for training drivers of vehicles in categories C1, C, D1, D, C1E, D1E, CE and DE in the subject "Road Traffic Regulations" in order to explain the following topics:

7.6.1. for categories C1, C, C1E and CE – road signs that apply to vehicles and combinations of vehicles with a technically permissible maximum laden mass exceeding 3.5 t;

7.6.2. for categories D1, D, D1E and DE – road signs that do not apply to passenger public transport vehicles;

7.7. teaching aids for vehicle driver training in the subject "Driver's Liability for Violations of Laws and Regulations Governing Road Traffic" in order to explain the following topics:

7.7.1. administrative offence report;

7.7.2. administrative offence report and notice regarding violation of the rules on stopping and parking of vehicles;

7.8.6. conditions in which there is an increased risk of skidding, causes of skidding, prevention of skidding, actions in the event of skidding;

7.8.7. checking dipped-beam headlamps in everyday conditions, physical nature of dazzling;

7.8.8. typical road traffic accidents when crossing a railway level crossing;

7.8.9. influence of alcoholic beverages, narcotic substances and medicines on road traffic safety;

8. The training room of the programme "Technical Information and Road Transport", in which drivers of the relevant categories are trained, shall have the following teaching aids:

8.1. teaching aids for training drivers of category B vehicles in the subject "Basics of Vehicle Construction and Operation" in order to explain the following topics:

8.1.1. general construction of a passenger car (body, engine, transmission, running gear, control devices and their location);

8.1.2. purpose, main components and principle of operation of the steering gear, braking system and clutch of a passenger car;

8.1.3. purpose and location of the control devices, instruments and switches of a passenger car;

8.1.4. typical defects of a passenger car that affect road safety (for example, defects in the service braking system, steering gear, external lighting devices, tyres);

IV. Requirements for driving training areas

10. The size and configuration of the training area shall ensure that the manoeuvres intended for acquiring driving skills for the categories of vehicles indicated in the application submitted by the driving school or in the issued training card can be arranged and performed there, as laid down in the laws and regulations regarding the procedure for obtaining and renewing vehicle driving rights.

The area of a training ground for training drivers of category B1, B and BE vehicles is approximately 1000 m2, and for training other categories approximately 2000 m2.

The training area shall have a high-quality hard surface (for example, asphalt, asphalt concrete, paving).

Scope and content of theoretical subjects and driving training hours

I. Programme "System of Laws and Regulations Governing Road Traffic and Vehicle Driver's Liability for Violations of Laws and Regulations Governing Road Traffic" (CSN)

Notes.
1. If a person has category B vehicle driving rights, during the theoretical training of the subjects referred to in Items 1, 2, 3, 4, 5, 6 and 7 of the table of this Chapter, previously acquired knowledge shall be repeated and reinforced in an abbreviated form, and additional knowledge shall be provided in accordance with the requirements of the training programme for drivers of vehicles of the relevant category and regarding current amendments to laws and regulations.
2. If a person does not have driving rights for any category of vehicle, driving training in road traffic may be carried out only after the person has acquired the theoretical training topics referred to in Items 1, 2, 3 and 4 of the table of this Chapter.

II. Programme "Road Traffic Safety" (SD)

Note. In the types of training referred to in this Chapter (except 0/B, 0/A1, 0/B1, A1/A, B1/A, 0/A, 0/A2, A1/A2 and B1/A2), during the theoretical training of the subjects referred to in Items 4, 5, 6, 7, 8 and 9 of the table of this Chapter, previously acquired knowledge shall be repeated and reinforced in an abbreviated form, and additional knowledge shall be provided in accordance with the requirements of the training programme for drivers of vehicles of the relevant category.

III. Programme "Basics of Vehicle Construction and Operation" (TI)

Note. General information is provided for all types of training. Emphasis is placed on daily inspection and operation of the vehicle so that the driver can confidently use the vehicle equipment and intervene in its construction while observing personal safety and not violating the manufacturer's warranty requirements.
